KMP : THE KNOWLEDGE MANAGEMENT PLATFORM FOR MAPPING THE COMPETENCIES:

@CTIS-Ingénierie is editor of the KMP tool (Knowledge Management Platform), the mapping platform for actors, competencies, collaborations and projects of the French clusters and Poles of competitiveness, directly in our Sophia-Antipolis Agency.
Having highlighted the importance for a territory to identify and develop the skills inside, KMP project was created by the strong partnership between @CTIS-engineering, Telecom Valley association and two public research organizations: the RODIGE-GREDEG laboratory (mixed between CNRS research and the University of Nice Sophia - Antipolis unit) and INRIA:

The KMP tool is a new approach to skill management and to facilitate partnership detection in a network through the development of collective competencies, and a real mapping of the competence center.
The KMP Portal allows to lead the identification and the creation of value chain management in the IT Domain.

The KMP Platform is naturally a component of a web portal for all communities, clusters, companies, institutional, research organizations ; it is built on a process of Exchange and combination of their knowledge and skills.



How does the KMP tool work?

To create the representation of the cluster within the KMP tool, it is necessary to take into account the different categories of actors or organisations forming this cluster. The choice of realized grouping comes by the classification of technical skills, relational skills and managerial skills :


Thus, it is possible to make the distinction between:

  • Stakeholders regrouping all organizations that participate in the local dynamics creation of knowledge and are therefore represented by companies, research and/or training organizations and standardization institutes involved in the value chain.
    These players therefore represent the heart of the cluster, the "grey matter cluster" and reflect technical skills present in a territory;

  • Facilitators representing all the associations, clubs, incubators, services or initiatives whose objective is to "relationship", to facilitate the cooperation they industrial nature or R & D.
    They symbolize therefore instead of the relational skills ;

  • The "functions support" finally on the players whose role is to provide support in partnerships, legal, the creation and development of enterprises, the settlement of financial problems ... and which are necessary for the life and consistency of the cluster (for example a law firm lawyer).
    These functions are rather managerial skills.


KMP: the description of the Competencies by the ontologies:

To use the KMP tool, each user (connected to an organization inside the cluster) must connect from home page:



Identified when the user has the ability to navigate through large 3 features:

  1. Seizure of actors, competencies, projects, partnerships and collaborations (personal space)
  2. Search for complementarities (the networking partnership)
  3. Exploration of cluster (territorial approach)
We must start in the KMP tool by describe accurately the organizations knowledges of the cluster (sometimes concurent) without revealing their strategic expertise.
This is made possible by the development of an abstract model skills and a common language (the KMP ontologies).

The KMP skills mapping model defines a competence as being: an action (a) mobilizing resources (b) that can be nature managerial, technological and/or scientific, producing a deliverable (c) into and for a supply system (d).
